It might have been caused by strong surface winds mixing up the cloud layer under an unstable environment hence generating wave-like features on the clouds. Wind shear seems to have been practically non-existent at least on the first 2km of the atmosphere. Furthermore, a trough was present over the Maltese Islands as indicated by the weather charts on thumbnail.
