Cumulus had developed due to a compact low pressure system in the vicinity of the Maltese Islands and an upper-level trough. As can be seen from the visible satellite image, Sicily was hit much worse due to moisture-laden and strong easterly winds being forced to rise over the mountains. On this day, Malta was inside the least unstable area of the very small low pressure system as can be seen in the wind field of the second thumbnail.
